Former GP in rental debate

The Baroness charged the tax-payer £165.50 a night for attending the House of Lords while staying at a house in Acton, West London.

But the house owner Dr Wafik Moustafa, who practised at Lime Tree Avenue and Long Lane surgeries during the 1980s and 1990s, said they had never discussed any payment.

He said: “Baroness Warsi paid no rent, nor did she pay any utilities or Council Tax. It was an informal arrangement, so no tenancy contact was drawn up.”

Dr Moustafa said she had her own bedroom and front-door key and said he had received no rent money from Warsi or Naweed Khan - the party official who was also staying there.

Records show Baroness Warsi claimed £12,247 in overnight subsistence within six months of taking her seat in October 2007 - the equivalent of 74 nights’ stay.

She insisted she made an ‘appropriate payment’ for the nights she stayed at the property.

But Dr Moustafa said Baroness Warsi, who stayed at the house over a four month period, never discussed payment.

“She has not made any payment to me and there had not been any agreement between me and her or me and Naweed Khan,” he said.

“As far as I am concerned I am not personally anything like that. She is probably the one in a position to take decisions which can affect houses far more than me.”

He added: “At the end of the day professional integrity and integrity in a public position is very important and there are questions for her to answer.”

Conservative donor and fundraiser Dr Moustafa disclosed the news after the Conservative Arab Network, which he founded, was told to sever its links and was later threatened with legal action by Baroness Warsi.
