John Connors is now banned from causing nuisance or annoyance to any officer of Bassetlaw District Council following the “extremely serious” incident at Rose Bowl Gardens in Retford.

The incident, which was captured by a Council refuse vehicle’s CCTV system, took place in November 2017 when Council refuse collectors were making their regular recyclable waste collections in Ordsall.

When Mr Connors’ bin was not emptied because it contained items that cannot be recycled, Mr Connors began shouting at the refuse collectors.

He became “increasingly aggressive” towards one of the Council employees and “shoved” them.

The abuse continued once the refuse collectors had left the street.

Mr Connors drove after the vehicle and banged on the cab door, shouting further abuse at the Council officers once the vehicle had come to a halt.

Councillor Julie Leigh, cabinet member for Neighbourhoods at Bassetlaw District Council, said: “We will not stand by and let any of our workers be subjected to any form of abuse, be it verbal or physical.

“This was an extremely serious and unprovoked incident and we had no hesitation in going through the courts to prevent Mr Connors from repeating this type of behaviour.”

Margaret Honeyman, who is the named tenant of the Derwent Living Housing Association property where Mr Connors was believed to be staying, was also fined £220 for breaching a Community Protection Notice and failing to pay a Fixed Penalty Notice on time.

She was also ordered to pay ourt costs of £209 and a victim surcharge of £30.

The Community Protection Notice was in force due to “persistent anti-social behaviour” at the property on Rose Bowl Gardens.

Under his ABSI order, Connors must not threaten, assault, shout, swear, or use abusive or foul language towards any officer, agent or contractor working for Bassetlaw District Council.

He must also pay court costs of £377.50.
