His comments came as it emerged today (Thursday) that all but three English regions - Cornwall, Isle of Wight and Isles of Scilly – would be placed in either tiers 2 or 3.
In Tier 3 areas pubs, bars and restaurants will have to close and will only be allowed to serve alcohol or meals as takeaway or delivery.

Different households can only meet in outdoor public spaces like parks - where the rule of six applies.
However, crucially for Nottinghamshire which was placed under extra-tough Tier 3 measures before national lockdown, beauty salons will be allowed to reopen - but guidance is still not clear regarding cafes not serving substantial meals which were forced to close.
MP Brendan said: “In Nottinghamshire we’re still above the national average - with around 300 cases per 100,000 people.
“But this is still tough on the hospitality industry so I’ll be lobbying for them.

“This will be reviewed on December 16, so if we can just keep the rate down perhaps we can reassess it and be in a lower tier for Christmas.
“Most people will realise that we would never have gone from a national lockdown to no restrictions at all.
“The vaccine is still a long way off but I appreciate it’s difficult for everyone.
“It’s also important that with any decrease in cases we can find a way out of this tier as soon as possible.”
